ROCHESTER, N.Y. — The Rochester Police Department has released new details about its updated use of force policies. It's part of the RPD's ongoing reform efforts that began last year.
The department has slowly been rolling out the revised policies that are being created with an outside consulting firm. The full report is due out later this year.
Below are some of the highlights for use of force for adults and juveniles.
They include:
- Changing out officer discretion to formal documented expectation when use of force is reasonable and necessary
- A list of prohibited use of force techniques like chokeholds or neck restraints
- Officers are prohibited from using certain levels of force on handcuffed or restrained persons except under extenuating circumstances
- They must use de-escalation techniques and tactics when it is safe and feasible to do so
For juveniles, the updated policies include a longer list of prohibited use of force techniques that include chemical agents, batons or tasers unless there are no other reasonable alternatives. It also says those under 12 cannot be handcuffed unless they're a danger to themselves or others.
