New York State Attorney General Letitia James says she's reviewing the incident in Rochester in which an RPD officer used pepper spray on a 9-year-old.

She also said change is needed in the department.

James sent a tweet on Monday saying:

"What happened in Rochester on Friday is deeply disturbing and wholly unacceptable. Such use of force and pepper spray should never be deployed against a child, period. My office is looking into what transpired, but it’s clear that drastic reform is needed at @RochesterNYPD."

Police body camera footage of the incident has been released to the public.
