Three people were charged with inciting a riot following a large gathering in Rochester.

Police fired pepper balls to disperse the crowd on Jay Street Thursday night. The crowd assembled despite an order banning large outdoor gatherings after 11 p.m. in the city.

Police say the crowd had gathered to remember a recent homicide victim, but the gathering grew so large it blocked traffic. Police say the group was playing loud music, drinking, and using marijuana. 

When officers ordered the people to leave, they say some threw rocks and glass bottles at them. No officers were injured.
