Fifteen people have been arrested following a four-year long investigation into an alleged drug ring selling heroin, cocaine, and fentanyl.
Court paperwork says 35-year-old JanCarlos Gonzalez-Rivera of Rochester was the leader of an organization selling narcotics in the city.
He and 14 others were charged with conspiracy to possess with intent to distribute and to distribute 400 grams or more of fentanyl, one kilogram of heroin, and five kilograms or more of cocaine.
The DEA started investigating Gonzalez-Rivera after his half-brother was killed on St. Paul Street in 2016.
Officers tracked Gonzalez-Rivera saying he bought cocaine, fentanyl, and heroin from several people in the city including 29-year-old Jonathan Cruz-Vega of Rochester.
Last month, officers requested search warrants for 23 different locations in Monroe County as well as 13 vehicles.
