A New York State trooper has been placed on desk duty after a video surfaced that shows him getting into a fight while responding to a call Saturday.

We're told the trooper was responding to a call for a domestic incident at the Tops Plaza in Farmington, but it escalated into an altercation with one of the people involved in the incident.

“He actually grabbed me by my throat and put me down to the ground,” said Matthew Clement of Victor.

Clement tells Spectrum News he is the person in the video. Clement shared the video, taken by a third party who Clement says does not want to be identified.

Clement says the confrontation with the trooper, who has not yet been identified, was avoidable.

​“It was avoidable because I had my hands on the hood, I was not moving, I was not being aggressive. I feel betrayed by the state police, like I don't even trust them now," said Clement.

The alleged victim said the incident caused him to have a seizure.

"All of that stress ... made me have a seizure, because I have stress-induced epilepsy, so they had to call the EMS. EMS had to show up. I refused treatment because I was feeling better myself,” Clement said.

The incident started after a 911 call that was placed because Clement and his girlfriend were arguing while waiting for the bus.

State police leaders acknowledged seeing video of the confrontation.

"Now I’ve watched the video of the incident and have directed an internal investigation be immediately conducted,” said Major Eric Laughton of the New York State Police.

Officials with the state police say they take all allegations of misconduct against their troopers seriously, and will conduct a thorough investigation.

Major Laughton added, “If it’s determined that there was a violation of law, and or a violation of New York State Police Policy, that individual that was involved will be held fully accountable for his actions.”

Clement said even after the incident with the trooper, he and his girlfriend were given a ride home by the trooper in the video.

"We did, yes, because he made us miss our bus, so we did. As soon as we were getting done, the bus was driving through. And so, yeah .... he offered us the ride. So we took the ride just to come back, and I never thought it was going to get to this level," said Clement.

Clement says he plans to file a formal complaint of his own.

State police say there were no arrests or charges in the original domestic incident call. As for a possible punishment for the trooper, Clement says he doesn't want him to lose his job and just wants a formal apology.
