A law designed to prevent tragedies like the one that claimed the life of three-year-old Bryce Raynor is now in effect in Monroe County. Local leaders signed "Bryce's Law" during a tearful ceremony Tuesday afternoon.

The bill passed in the county legislature on September 10. Bryce died in July after falling into a grease trap behind a Tim Horton's restaurant on University Avenue in Rochester.

Officials said the trap's lid was left unsecured, allowing the boy to fall in. The new law will require annual inspections of grease trap covers and make sure they are secured.

Bryce's mother, Tenitia Cullum, watched as "Bryce's Law" was signed. She wants these new local standards to be adopted by the rest of the state.

"And so this will never happen to another sweet Bryce Raynor and or Sadie Andrews and or any other innocent soul," said Cullum.

Monroe County Department of Public Health staff will check grease traps at more than 530 local establishments as they conduct regular restaurant inspections.
