Family and friends are mourning the loss of a 13-year-old boy who drowned in the Genesee River on Sunday.

Ja'Vir Hampton was with three friends at Turning Point Park when he went in the water and did not come back up. Police say help wasn't called for nearly two hours later.

Family members say Ja'Vir loved fishing and playing football. His cousin Tai'Brionne Dozier said he was excited to wrap last season undefeated.

"Our main concern is how did he get in the water," Dozier said. "Two, he was down there with friends. What took them so long to call for help? Two hours? If you seen him go in the water and go under why didn't anyone call for help? Why did it take so long?"

Police say there are no lifeguards in the area.

Ja'vir would have entered 8th grade at James Monroe High School in the fall.

The Rochester City School District will be offering counseling services at the school Wednesday, July 31 through Friday, August 2 from 8 a.m. to 1 p.m.
