ROCHESTER, N.Y. — Sibley Square's transformation from department store to apartments is finished. 

Lt. Gov. Kathy Hochul (D) was on hand as the ribbon was cut on the $28 million project in downtown Rochester. 

Sibley Square now features 72 new apartments for people 55 or older.

The new complex will have amenities like a fitness center, game room and lounge.

It also includes commercial space for businesses.
