New York State Education Commissioner Mary Ellen Elia slammed the latest turnaround plan for Rochester schools.

Elia called the city school board's response to a distinguished educator's report on the district "incoherent and unrealistic."

Ten weeks of work by the RCSD school board, in very few ways, satisfied the New York State Department of Education. 

The board was ordered to respond to Distinguished Educator Dr. Jaime Aquino's review of the district after he said it needed an overhaul.

The board's plan attempted to explain how it would meet that challenge. 

Elia released a 32-page response to that report Thursday, saying some elements were responsive to the Aquino recommendations, and that the school board did set the framework for academic standards regarding English language learners while putting forth a plan to evaluate and adopt a uniform curriculum.

However, Elia’s response also said the board's plan "failed to include an overarching, coherent vision for district improvement and is unrealistic in terms of timeliness and capacity to implement meaningful actions effectively."

Elia gave the district and board a few more weeks to submit a broader response.
