ROCHESTER, N.Y. -- A 38-year-old Rochester man was the victim in the city's first homicide of 2018.
Elisha Phelps was found shot outside a Murray Street home around 11:30 a.m. Thursday, and was pronounced dead at the scene.
Police said no arrests were made in the hours following the deadly shooting, but a man was charged with criminal possession of a weapon.
