Governor Cuomo on Thursday moved to commute the sentences of two people in state prison, while issuing pardons to two others. This comes after clemency advocates argued that the governor does not exercise this power enough. In fact, this is the very first time during his almost five years in office that the governor has granted commutations to inmates still behind bars.
