Hawaii County has issued a Request for Proposals in its search for a vendor to oversee the launch and operation of Hilo’s Reusable Foodware Program.
The applicant selected through the RFP will oversee a community-scale system to collect, wash and reuse takeout containers with the overall goal of eliminating waste and supporting the local economy.
The initiative is funded by a grant from the U.S. Environmental Protection Agency obtained in September 2023 under then-Mayor Mitch Roth and is being conducted in partnership with Hawaii County, Zero Waste Hawaii Island, Perpetual and the University of Hawaii Sea Grant College Program.
In October of that same year, the county held community design workshops in Hilo to get public input as to how the reusable foodware system could be designed to meet public need.
“This program serves as a city-scale demonstration that aims to cut waste and save money for local businesses,” said Mayor Kimo Alameda in a release. “By creating a voluntary system for reusing foodware, we are implementing important sustainable practices that can serve both our environment and economy.”
After being selected, the vendor will be able to access the reusable foodware inventory and washing equipment, as well as funding for a one-time setup and customization of the program’s software and digital infrastructure platform, according to the county.
County Department of Environmental Management Deputy Director Craig Kawaguchi was a part of the grant team. He emphasized the importance of local input in shaping the program.
“What makes this program special is how it reflects the Hilo community,” Kawaguchi said. “Businesses, schools, and local leaders worked alongside us to design a system that fits Hilo’s unique strengths and needs. We’re now looking for a service operator who will carry that same idea forward and continue to collaborate with our community to build something lasting.”
