Heavy rain spawned extreme flooding in the Hudson Valley killed at least one person, swamped roadways and forced road closures on Monday as crews worked to assess the damage throughout the region.

In Orange County, rescue teams found the body of a woman in her 30s who drowned after being swept away while trying to evacuate her home, Gov. Kathy Hochul said during a press conference in Highland Falls Monday morning. The woman's body was transported to the local coroner's office.

"Right now, we are in the midst of an extroardinary.... extroardinary weather event that has just devastated communities," Hochul said.

Neuhaus told The Associated Press. Two other people escaped.

“Her house was completely surrounded by water,” he said.

“She was trying to get through (the flooding) with her dog,” he added, “and she was overwhelmed by tidal-wave type waves.”

Raging waters from a creek overflowed Sunday, causing a part of Main Street in Highland Falls to become submerged in water.

“I have never, ever, ever... I have been in this area for 54 years, been working at the town for over 30, and I’ve never seen anything like what happened yesterday," Town Clerk June Patterson said. "Homes are destroyed. Roads are gone."

Hochul said she spoke with the White House and Federal Emergency Management Administration administrator about assistance for the region and discussed the "unprecedented events that keep hitting us over and over and over again.”

"Nine months ago, the heavens opened up and we had more snow fall in a 24-hour period in the state of New York than had happened in history," Hochul said. "Literally a few weeks ago, we saw the skies again bring upon us some of the most unhealthy air from the fires just north of here in Canada we've seen in a generation. And once again the skies opened up and brought so much rain — nine inches of rain in this community — that they're calling this a 1,000-year event."

U.S. Sens. Chuck Schumer and Kirsten Gillibrand, as well as U.S. Rep. Pat Ryan, on Monday urged FEMA to stand ready to approve any request from New York for a major disaster declaration following the flooding.

Some video posted on social media showed the extent of flooding, with streams of brown-colored torrents rushing right next to homes, and roadways washed away by fast-moving cascading flows.

State Route 9W was flooded, and the Palisades Interstate Parkway became so drenched that parts of it were closed, the New York State Police said in a statement. The police asked the public to avoid the parkway.

West Point, home to the U.S. Military Academy, was severely flooded. Officials worry some historic buildings might have water damage.

The Hudson Valley Chapter of the American Red Cross has opened a shelter at the Sacred Heart of Jesus School at 7 Cozzens Avenue in Highland Falls, in Orange County. Volunteers will be providing a place to rest, water, and snacks. Eleven area residents are currently at the shelter.

In Middletown, one adult was provided immediate emergency aid after a building collapsed Sunday on Sheffield Road, the Red Cross said. In Putnam County, three adults were forced out of their residence Sunday.

County Executive Neuhaus said the shelter will stay open as long as is needed.

Neuhaus also said the state Departmenrt of Transportation and local DPW officials will spend the next few hours and days assessing local bridges.

The rains have hit some parts of New York harder than others, but officials said communities to the east of the state should brace for torrential rains and possible flash flooding.

Officials urged residents in the line of the storm to stay off the roads.

“The amount of water is extraordinary and it’s still a very dangerous situation,” Hochul said.

“We’ll get through this,” she said, but added “it’s going to be a rough night.”

The governor declared a state of emergency Sunday for Orange County, and deployed swift-water rescue teams and a high-axle vehicle to help with rescues in flooded areas.

“We are in close communication with local officials and state agencies are participating in search and rescue efforts," she said.
