Congress returns from recess Tuesday, and among the new faces on Capitol Hill will be a familiar one from the Hudson Valley in New York.

The race for the 19th Congressional District is ending, even as one for a new district is already underway.

"Welcome to the U.S. Capitol."

Congressman-elect Pat Ryan will hear that a lot on Tuesday, exactly three weeks removed from winning the 19th Congressional District race. Ryan will be sworn in as an official member of the House of Representatives.

This final step caps off months of campaigning in a Hudson Valley race that was closely watched in Washington, D.C. and across the country, with many seeing Ryan’s victory as a positive sign for Democrats in November.

But some skeptics say there’s still a long way to go before then.

Ryan is taking over the role after Lt. Gov. Antonio Delgado vacated the seat in May.

“I’m excited for him," Delgado said of Ryan. "I’m excited for his leadership. He listens. He’s accessible. He’s transparent, and he cares. He’s a real public servant. So I'm really excited to see him in this role, and I’m here to help.”

Delgado also commended Ryan on his plan to meet with his constituents almost immediately, in addition to campaigning to stay in Congress come November.

Day one is slated to be a busy one.

Ryan is expected to be sworn in Tuesday evening, and soon cast his first vote as a congressman.
