Four more staff members from the New York state Department of Corrections and Community Supervision have been suspended without pay in connection with last month's death of an incarcerated man after a violent incident with correction officers at Marcy Correctional Facility in Oneida County, the department announced Thursday evening.

Sgts. Christine Ploss and Evan Thisse, corrections officer Jared Popiel and registered nurse Patricia Matos are all now suspended.

This is in addition to the 13 other staff members who were initially suspended. An additional employee resigned prior to his suspension.

Body camera footage released by New York Attorney General Letitia James’ office shows multiple correction officers Dec. 9 hitting the inmate, Robert Brooks, 43, while he was restrained at the prison. He died the next day at a hospital in Utica. A former resident of Greece, Brooks was serving a 12-year sentence for stabbing his girlfriend in 2016.

James and her office staff last week recused themselves from further investigating the incident and turned it over to Onondaga County District Attorney William Fitzpatrick after it came to light that four members of DOCCS were being represented by attorneys from the AG's office in other matters.

Gov. Kathy Hochul said with this change she expected charges to be filed quote expeditiously.

DOCCS leadership has said they are working to implement reforms to prevent an incident like this from ever happening again.
