Two Broome County corrections officers are suspended, and one is facing a misdemeanor charge after an inmate was struck and restrained last week.

Broome County Sheriff Fred Akshar's office said James Woodard, 39, of Windsor, has been charged with official misconduct and second-degree harassment stemming from a July 23 incident at the Broome County Correctional Facility. According to Akshar's office, an incarcerated person was taken to a medical housing unit for observation after refusing to return to his cell and threatening to commit suicide. That inmate was struck by an officer and a "gooseneck" wrist restraint was applied to the inmate after he was handcuffed and seated.

Following a review of video of the incident, Woodard and another officer in the incident were immediately suspended without pay. An investigation continues and the sheriff's office reported the incident to the state corrections commission and Attorney General Letitia James' office.

"We were shocked and disappointed by the conduct we witnessed because the actions taken during this incident have no place in our Correctional Facility and in no way reflect the good work performed daily by our officers for the past 19 months and beyond," Akshar said in a statement.
