In 2019, Block pleaded guilty after going on the lam, leading to a two-day manhunt that panicked neighbors as law enforcement sought his capture.
Block, 62, was found in Skaneateles less than a quarter-mile from where his monitoring device was found, accroding to police.
Before he cut his bracelet, he had been out on parole after serving more than two decades in prison on rape and kidnapping charges.
