Binghamton residents might be seeing a tax cut.

Mayor Rich David gave his budget address on Thursday, where he declared a 3 percent tax cut.

It would be the largest tax decrease since 1998.

The mayor also says he has laid out a plan so Binghamton residents do not have to pay more for their water and sewage bill.

A controversial topic over the last few months, he hopes to bring clarity to residents.

"In Binghamton, it can be at 0 percent,” David said. “And I'm going to give both Binghamton City Council and Johnson City trustees basically a roadmap on how to get it to zero percent."

The City Council will begin looking at the budget next week.

They have until the end of October to approve or change it.
