Emergency management officials in northern new York hope new members on the board of the International Joint Commission (IJC) will bring change to the Lake Ontario flood situation.

One of the three new members confirmed this week is former Assemblywoman Jane Corwin. She has ties to upstate New York, and many local officials are hoping she will be a voice for northern New York communities. 

Gov. Andrew Cuomo has repeatedly blamed the IJC for the dramatic flooding this year and in 2017.  He had long called for a New Yorker voice on the board and the release of more water. 

But even with the new faces, they still have concerns. 

"If you open those gates, it's not an immediate response. It takes  days for the lake level to drop an inch. You know ? So those are the problems," said IJC board member Joe Plummer. 

Jefferson County is among many upstate communities in a state of emergency due to flooding.
