This week the Department of Defense released a list of hundreds of military projects that could potentially be cut in order to redirect money toward a border wall.

As long as the contract for Niagara Falls Air Reserve Station’s new $14 million fitness center is awarded on time, there shouldn't be an issue.

"The fact of the matter is they say they need it," Rep. Brian Higgins, D-NY-26, said. "They have led an effort. As you know, there's been a history of efforts to close that facility, which would have devastating impact in terms of employment in Buffalo and Western New York."

The projected timeline is July 2019 and the Department of Defense says only projects with award dates after September 30 could have earmarked money reallocated toward a border wall. Still, Senate Minority Leader Charles Schumer is touting the importance of a new facility.

"You want your pilots to be in tip-top shape. We learned the sad lesson when pilots are not, when they're tired, when they don't work out. We learned the sad lesson over in Lancaster with 3407 where it was pilot error," Schumer said. "It's very important to have our pilots well-trained, well-rested and in the best shape possible in terms of endurance and strength and everything else, and that's why that facility's needed."

"This whole thing is based on a false premise and the only one that believes that there is a crisis at the southern border is the president and he's declared an emergency to try to extort funds for other purposes to justify the building of an unnecessary wall," Higgins said.

Congress has already rejected the order and Trump vetoed that legislation. With things set up for a legal battle, Schumer said he's not too worried about projects like the one in Niagara Falls.

"I am quite confident that that will not happen because it won't stand up in court," Schumer said. “The president doesn't really have the power to do this. He's attempting to. It will be challenged in court and unlikely to prevail."

“The initial statement released by the Army was incorrect and has been re-issued. The Army now says certain programs may be delayed. As always, I am closely monitoring the funds that the White House will use for border security, and will work to ensure the Niagara Falls Air Base receives the funds is needs to meet its mission. That includes funding for the new exercise facility.”
