A total of 19,000 for-profit companies in Western New York received $2.2 billion in Paycheck Protection Program loans. But of those 19,000 companies, just 5% received the lion’s share of the cash.

This anomaly was investigated by reporters at the non-profit journalism outfit, Investigative Post, based in Buffalo.
