As heat bears down on parts of New York and the nation, President Joe Biden has a plan to help folks cool down, which includes $2.3 billion in funding.

The money will help communities deal with heat waves, wildfires and other extreme weather events.

Biden is also broadening the Low-Income Energy Assistance Program, which will give states more options for how to spend federal money to help keep low-income people cool.

"Since Congress is not acting as it should, and these guys here are, but we're not getting many Republican votes, this is an emergency,” President Biden said. “And I will look at it that way. I said it last week, and I'll say it again loud and clear: as president, I will use my executive powers to combat the climate crisis in the absence of congressional action."
