BUFFALO, N.Y. — ​Gov. Andrew Cuomo has praised the work Buffalo Mayor Byron Brown has done, especially during the pandemic.

He weighed in on the primary results during a news conference Wednesday. India Walton declared victory in the Buffalo Democratic mayoral primary over Brown and city complaint clerk Le'Candice Durham.

With 100% of districts reporting, Walton took 52% of the vote. Brown took 45% and Durham took 3%.

"I have nothing but good things to say about Mayor Brown," Cuomo said. "But he decided basically to avoid engaging in a campaign. And then you had a very low turnout. We know that combination. We've seen that before, that doesn't work."

Brown did not concede, however, saying it's too close to call.
