The Democrat was elected Jamestown mayor in 2000 and was the second longest serving mayor in the city's history.
Teresi was the director of development in the city before running against and defeating a Republican incumbent.
He has overseen several large development projects, including the construction of the Jamestown Ice Arena and the National Comedy Center.
Teresi worked to improve the city's financial standing by sharing services and cutting costs.
He told members of the city council it was "simply time."
