WEBSTER, N.Y. -- Webster is known as the place "where life is worth living," but on Aug. 12, 2003, that ideology was put to the test.

"We did see police cars, but we didn't know anything had happened," Wadia Kunzer, a former Xerox employee, said. "Then we were just appalled."

At 10 a.m., someone entered the Xerox Federal Credit Union in disguise, and during the course of the robbery attempt, shot two people, killing one. Raymond Batzel, 51, died. He was making a car payment.

Kunzer said despite it being pay day, her stomach took her to lunch instead of the credit union.

"Normally we would cash our checks or something, but for some reason we didn't do it that day," Kunzer said.

Tuesday came word that an arrest was made. Richard Leon Wilbern is charged with federal bank robbery, law enforcement sources tell Time Warner Cable News.

Kunzer said all these years later, she's grateful justice is nearly served for Batzel, her friend and co-worker.

"I'm just glad for the family," Kunzer said.

For former Webster volunteer firefighter Carl Faber, who responded to the scene, the feeling is mutual.

"Being one of the first trucks there, with some of the other guys there," Faber said. "We were basically on standby."

Faber, along with the rest of Webster, have been in the same limbo ever since as the robbery and murder went unsolved.

"Hopefully they get the evidence they need to bring this individual to justice," Faber said.

Jim Mossey, like others, are now wondering what took so long.

"I would like to see the reports," Mossey said. "That's going to be interesting."

Thirteen years later, one question still remains: why Webster?

"It was odd, because again for somebody to know there was a credit union there, there are just a lot of buildings," Kunzer said.

"Maybe it was an inside job," Faber said.

With Wilbern now in custody, the story behind the infamous crime will no doubt be told and retold.

"I'm just glad they found him and can put closure to this," Mossey said.
