NIAGARA FALLS, N.Y. – Niagara Falls police have identified both the suspect and the victim in a homicide early Saturday. 

Jamell Parker, 26, of Niagara Falls, is charged with second-degree murder and second-degree criminal possession of a weapon. 

He's charged in the shooting death of Marlowe Smith, 36, also of Niagara Falls. 

Niagara Falls police say they found Smith shot in the head on the 1100 block of 19^th Street. 

They say the suspect fled and led officers on a short foot chase and was arrested in an alley, with the help of a citizen, a few blocks away off of Pine Avenue between 24^th and 25^th streets.
