The Utica Common Council has voted in favor of a new local law that establishes Mayor Michael Galime, the comptroller and members of the common council will not see salary increases this year.
The common council also voted to unanimously to override all 21 vetoes the mayor handed back on this year's budget.
With the overrides, the tax increase is now 3.13%.
She was one of the first cabinet level nominees put forward by President Donald Trump just days after his election in November.
The request is for Oneida, Lewis, Herkimer, Oswego and Madison counties.
The Republican Party has yet to designate a candidate.
Momodou Taal, a Ph.D. student in Africana studies at Cornell, filed a federal lawsuit March 15.
The mayor now has four days to veto any amendments the council made to his budget.
According to a statement from DOCCS, the agreement will take effect upon at least 85% of staff returning to work.
