The city of Syracuse has sued the company that was supposed to save the Skyline Apartments.
City officials claim that Clear Investment Group is not delivering on the promises to redevelop the long troubled property. The investment group bought closed the building in July 2023 with intent to restore the property and make it a safe, secure place. The building was declared unfit and unsafe for habitation after a fire broke out in a second-floor apartment in March 2024.
The city wants Clear Investmen Group to be fined more $350,000, fix all code violations and put up $2 million for future repairs.
Over the years, the building has been the subject of a lot of attention due to reports of violent crime and code violations. It also came under fire for its lack of security measures and personnel in 2021, when 93-year-old resident Connie Tuori was murdered in her apartment by Victoria Afet. The former owners of Skyline Apartments, Greenland Property Services, agreed to a settlement with Tuori's family in 2023. Afet is currently serving 29 years to life in prison for Tuori's death.
