An Onondaga County sheriff's corrections lieutenant has been demoted following the conclusion of an internal affairs investigation.

The sheriff's office found Lt. John Moltz engaged in sexually explicit conversations with a female inmate on multiple occasions, escorted her to an unauthorized area and exposed his ankle to display his tattoos to her.

"This behavior is wholly unacceptable, violates the core values of the Sheriff’s Office, and represents a serious breach of the ethical and professional standards expected of all personnel particularly those in supervisory positions," the sheriff's office statement says.

The report found no evidence of physical or sexual contact between Moltz and the woman.

County Sheriff Toby Shelley said Moltz entered into a last-chance agreement as part of a disciplinary process. Part of the agreement includes his demotion, suspension without pay for an unspecified period of time and restriction from coming into contact with female inmates.

There will also be ongoing monitoring and compliance requirements of him as he continues to work for the department.
