WEBSTER, N.Y. -- The FBI says it narrowed the search for the man they believe is responsible for the August 2003 robbery and murder at the Xerox Federal Credit Union in Webster.  

At a news conference Monday morning, authorities said they are almost certain the suspect is in the Buffalo-Niagara Falls area and has ties to Rochester. The FBI digitally enhanced surveillance video from the robbery and will put a photo of the individual on digital billboards in Rochester, Buffalo and Niagara Falls.

"I believe that some people may be able to look at that photograph and potentially recognize the actual individual," said Adam Cohen, FBI special agent in charge. "There was a disguise, it wasn't a great disguise, but with the lower quality of the original video, it may have been more difficult to people to discern the exact identity. We hope with the newly enhanced pictures people are able to figure out or believe they may positively know who that person is."

The incident unfolded around 10 a.m. on August 12, 2003. The suspect entered the credit union dressed as an FBI agent with a badge and bulletproof vest and declared he was conducting an audit. After some resistance by an employee, the suspect pulled two firearms from a briefcase.

During the course of the robbery, he shot two people, killing one. Raymond Batzel, 51, a Xerox machinist for 22 years, was making a car payment when he was shot and killed.

Authorities vow to bring the suspect to justice no matter how long it takes.

"Once we have sufficient information, there should be no doubt that we will not hesitate to act upon it and depending on the quality of the evidence, we may be in a position to charge very serious violations of federal criminal law," said U.S. Attorney William Hochul.

Authorities revealed very little information regarding the investigation. They did say one of the reasons it's taking so long to solve this crime is they didn't know who they were looking for.

"Originally, there was some talk that it was a female. Those were things we had to look into from the beginning so we were looking at both males and females. We've kind of targeted it down to a male but was one of the things that took some resources from the very beginning to try figure out who it was," said Webster Police Chief Joe Rieger.

Police say the suspect is an African-American male who is now between 43 and 45 years of age, about 6-feet-tall and weighing between 180 and 200 pounds.

The FBI is offering a $50,000 reward for information that leads to an arrest. Xerox Corporation and the credit union are chipping in $5,000 each, bringing the total reward to $60,000. The FBI says the billboards should be up within the next week.
