A new report by the state inspector general’s office details the findings of a years-long investigation into the state Department of Corrections and Community Supervision.
Investigators identified a number of red flags with the department’s drug testing program and contraband testing program.
Among the issues, they found the urine test used on inmates was plagued by false-positive results because of inconsistent instructions and a lack of understanding by corrections officers for proper testing procedures.
But the main issue they discovered was the corrections department’s failure to confirm the preliminary results through an outside lab.
According to the report, that resulted in improper disciplinary actions taken against inmates, including solitary confinement.
It also led to more than 2,000 inmates being charged for drug possession from 2016 to 2019.
