ST. LOUIS—Voters in St. Louis and St. Louis County approved two ballot propositions Tuesday in Prop W, that will give the Metropolitan St. Louis Sewer District funding needed to continue to meet state and federal wastewater treatment requirements, and Prop S, which for the first time addresses stormwater flooding issues with a regional approach, the agency said Wednesday.

Work on Prop S projects won’t begin until the second half of 2025, but MSD officials say they’ve already mapped out the first ten, including a storm sewer drain on Gratiot Ave. in south St. Louis, a similar project on Grove Ave. in Ferguson, and another that would build 1500 feet of storm sewer infrastructure to carry water away from homes on Allemania St. in south St. Louis and into the River Des Peres.

MSD customers will notice an increase on their monthly bill starting in July to pay for Prop W that amounts to 7% annually, with the average residential bill coming in at roughly $61 per month. All together, rates go up 28.7% by 2028.

To cover Prop S costs, MSD will collect a residential property tax of .$0745, or $7.45 per $100 of the assessed property value. Non-residential customers will start paying it in January, while residential customers will see it on their 2025 property tax bill when it arrives.
