ST. LOUIS COUNTY, Mo. — The results are coming in for Tuesday's municipal elections. There were some big proposition questions being asked in St. Louis and St. Charles counties. Several municipalities were also asking about a use tax that would be applied to out-of-state internet purchases.

Proposition B

Proposition B on April’s ballot will ask St. Louis County voters if future county executives can work outside political office.

Currently, the St. Louis County charter states, “the county executive's entire time shall be devoted to the duties of the office.” If passed, Prop B would not allow the county executive to have any other employment or have contracted work while in office.

Calls for this proposition came after questions about St. Louis County Executive Sam Page's part-time job as an anesthesiologist. The County Council’s ethics committee is looking into Page’s outside employment.

The proposition language on the ballot will state, “Shall the Charter of St. Louis County be amended to change the requirements for the position of county executive so that the county executive shall hold no other employment nor shall the county executive perform work as an independent contractor.”

Violating the provision would result in forfeiting the seat. In December, the St. Louis County Council voted in favor of putting the proposition on the ballot.

Other Ballot Initiatives

Also on April’s ballot is Proposition D that seeks voters' approval for Raintree Foundation to lease the vacant Jarville House complex and surrounding property located in Queeny Park for 40 years. 

The building would be turned into a pre-primary and primary grade school. If approved, St. Louis County would receive $2.8 million throughout the term of the lease. 

Over the course of 20 years, the foundation would be expected to invest $5 million in upgrades and renovations, according to the proposed lease.

Florissant and St. Ann will have multi-million bonds on the ballot that would fund new and current recreation facilities. 

Several fire districts and departments, including Affton, Mehlville and Crestwood, are asking for tax increases or to borrow money to keep up with demand in services. Metro West Fire Protection will have a $25 million bond proposal on the ballot.

Pattonville School District is seeking voters’ approval to borrow $111 million for upgrades to its 11 buildings.
