Gov. Josh Green, Mayor Rick Blangiardi, Honolulu City Council Chair Tommy Waters, company representatives and others gathered on Tuesday to celebrate the grand opening of the first phase of Parkway Village at Kapolei.

Developed on city-owned land through a $199 million public-private partnership with Kobayashi Group, Āhē Group, Hawaii Housing Finance and Development Corporation, and financial partners such as CREA LLC and Bank of Hawaii, the housing project was supported by the Low-Income Housing Tax Credit program and Hula Mae Bonds.

Developed by Kobayashi Group and Āhē Group, Parkway Village offers 401 rental homes, ranging from studios to four-bedroom units, for individuals and families earning 30 to 60% of the Area Median Income. This equates to a family of four in Honolulu County earning between $41,760 and $83,250 each year.

"Parkway Village provides quality homes, access to early education, and a focus on sustainability, health, and well-being for families in West Oahu," said Alana Kobayashi Pakkala in a release. Pakkala is chief executive officer and managing partner of Kobayashi Group.

"Affordable housing and early childhood education play a vital role in building strong communities, and we are honored to contribute in a way that supports the well-being of residents. We extend our sincere gratitude to the City & County of Honolulu, Hawaii Housing Finance and Development Corporation, Āhē Group, CVS Health, Kamehameha Schools, CREA LLC, and Bank of Hawaii for their partnership in making this project possible,” Pakkala said.

Each unit has split-system air conditioning, ceiling fans and energy-efficient appliances to help lower utility costs.

“Affordable housing is the foundation for a thriving community,” said Green in a release. “With the grand opening of Parkway Village, we are not just providing 401 homes — we are creating stability, opportunity, and hope for Hawaii’s families. This project is proof of what we can accomplish when state, county, and private partners come together to address our housing crisis. It’s a model for the future — a place where families can live, grow, and succeed. Today, we celebrate a brighter, more affordable tomorrow for West Oahu.”

Parkway Village is also home to Hawaii’s first privately developed public charter preschool, created in partnership with Kamehameha Schools and operated by Parents And Children Together, which will serve 80 keiki in four classrooms. In 2025, a community preschool operated by Keiki O Ka ʻĀina will open, adding two classrooms for 40 keiki of Parkway Village residents.

The village will also include a “Freight Farm,” a climate-controlled, vertical, hydroponic container farm in the community garden that will teach keiki about farming and healthy eating habits while engaging residents in sustainability.

Amenities of Parkway Village include three recreation rooms for gathering and entertainment, an outdoor children’s playground and picnic area. There are 641 onsite parking stalls, nine laundry room facilities and professional management services. Monthly rents start at $641 for a studio at 30% AMI to $2,266 for a four-bedroom apartment at 60% AMI. Apartment sizes range from 344 square feet to 1,305 square feet.

The second phase of Parkway Village is scheduled to open in 2025.
