ROCHESTER, N.Y. -- New York State police are still trying to find out what happened to 24-year-old Tabarri Goins, the Rochester man who was found lying on the ground of the Brown Street ramp near interstate 490 at around 3 a.m. Sunday.

They say there is no evidence that would indicate he was hit by a vehicle.

“It`s undetermined whether we`re looking at a criminal act or an accident so we`re checking every avenue at this point to try and determine what happened to this man,” said Capt. Carolyn Mullin, NYS Police.

Investigators say Goins is suffering from severe head injuries, including a fractured skull. He is said to be in critical condition at Strong Memorial Hospital.

According to authorities, Goins was leaving a relative’s house off of Scrantom Street at around 2:30 Sunday morning. He was said to be wearing a maroon sweatshirt, grey pants and sneakers.

“We received three 911 calls from people traveling on the roadway and looking at some of the videos in that area there were a lot of vehicles on the road so we`re asking in anybody else saw anything to please contact us,” said Mullin.

Police say Goins` injuries are so severe he is unable to tell them what happened.

State police have been going door to door conducting interviews and collecting video surveillance footage in their investigation. Now authorities are asking for help and say the public could be the key to getting them closer to the truth.

“They`re instrumental. I mean we weren`t there so anybody that may have seen something would help us,” said Mullin.
