PENFIELD, N.Y. — The town of Penfield might be known for its large lots and open fields, but back in 2011 the suburb adopted a comprehensive plan that included recommendations for mixed use projects.

Atlantic 250's proposal would include apartments, town homes and single family residences along with commercial space.

"The objectives of the mixed use zoning are to have a walkable community that is pedestrian friendly, biking friendly and to have connectivity to local neighborhood oriented services and goods," said Ralph A. DiTucci of Atlantic 250 LLC.

Residents argue that the 97-acre complex wasn't designed with them in mind.

"What's going to happen to my property value? What's going to happen when they put a stop light right in my living room, things like that. None of it really seems to add to the value of the residents that already live there, it just seems to try to entice people that don't live here," said Penfield resident Scott Terry.

"I can't see myself ever coming to this village to do any shopping when everything we need is already around us," said Brian Jones of Penfield.

Residents also raised concerns over traffic patterns in the area as the property would span both sides of Route 250 between Atlantic Avenue and Penfield Center Road.

"It will all come down to the work that our consultant does in his traffic study and the parking analysis and whether or not the department of transportation agrees and accepts those," said DiTucci.

The majority of residents who spoke out said that the project does not line up with the town's current culture.

"We kind of moved out to this area because it was slightly rural, but still had a bit of a suburban feel. The idea of having 458 neighbors isn't something I'm looking forward to," said Terry.

"Even just driving up and down 250 right now it's very relaxed, you can look around and see deer over in the fields and I just think this is going to change the environment forever, and not for the better," said Jones.

Developers say they will take public comments into consideration as they continue their process.
