ROCHESTER, N.Y. — A Rochester senior housing community will move forward with plans to modernize.

Rochester Management says city council is letting the non-profit refinance and extend its mortgage for the Cobbs Hill Village property.

The property has provided affordable housing for seniors for more than 60 years, but plans to update the site with taller buildings have been met with resistance from neighbors. 

The project also includes a fitness room, a computer lab and indoor community space.

Construction will happen in three phases when it begins later this year.
