SYRACUSE, N.Y. -- The city of Syracuse has approved the 2016-2017 contract with the Syracuse Police Department.

It includes a retroactive 2 percent pay increase and an increase in staffing.

The Syracuse Common Council passed the contract 7 to 2. However, those seven approvals weren't all fully confident.

Councilman Tim Rudd says he believes some of his colleagues feel pressured to always side with police.

Councilman Joe Driscoll was opposed to the contract, saying it needs a residency clause to encourage more officers to live in the city, but he eventually voted in support.

The president of the Police Benevolent Association says officers are frustrated and tired of negotiating, especially since similar contracts with the fire department passed quickly and without negotiation.

"What I’m being told is councilors that are against this, and even some that voted for it have concerns on the financial ramifications. However, three other contracts were approved in the month of august and no councilors asked any questions,” said PBA President Jeff Piedmonte.

Negotiations for this year's contract along with upcoming years are currently in progress.
