BUFFALO, N.Y. -- City leaders are asking family court to release two children back to their mother.

The city says paperwork oversight caused her to be wrongly arrested for educational neglect.

Kiarre Harris says she decided to home school her kids in December. 

She says she filed the correct paperwork and sent it to her children's school, but something went wrong, she was arrested, and her children were placed in foster care.

"The agony of being separated from your child based off of someone's incompetence is utterly ridiculous," said Ulysees Wingo Sr., Masten District Common Council Member. "We should come together, both the city of Buffalo and the board of education to try and find whatever happened."    

The Buffalo Common Council's education committee is investigating.
