AUSTIN, Texas -- It's a day typically reserved for pomp and circumstance, but some bold promises were made Tuesday from the state's top two elected officials.

Gov. Greg Abbott and Lt. Governor Dan Patrick were sworn in for second terms during a morning ceremony and they both vowed to usher in a new era for children, teachers and taxpayers. 

After taking his oath of office, Lt. Governor Dan Patrick boasted about a new teacher pay raise bill that would mean a $5,000 annual pay raise for teachers across the state.  

"That raise will be paid for with $3.7 billion of new funding to education. First to teachers because next to the parent, there's no one more important than the school teacher," said Patrick.  

The $3.7 billion additional funding from the Senate comes on the heels of the House pitching its budget plan, which was unveiled Monday night. The lower chamber is proposing pumping nearly $7 billion more into public education to reform the way the state pays for schools.  

Abbott said his goal involves rewarding teachers and districts that achieve results, and reforming a system that robs one district to pay for another. He also pledged to rein in rising property taxes. 

"Some people say we can't afford property tax reform. I say we can't afford not to reform a system that punishes homeowners, crushes business and cripples our schools," said Abbott.  

Amid the policy promises was a military flyover and cheers from a crowd of more than 3,000 gathered on the north lawn of the Capitol.
