SAN ANTONIO – A man has been arrested, accused of sending San Antonio Police Chief William McManus a possible bomb on Jan. 4.

Ricardo Gil, 50, allegedly mailed a package addressed to McManus containing a pair of shoes with nine volt batteries wrapped in aluminum foil under the insoles. According to an affidavit, the bomb squad was called to X-ray the package, which they rendered safe.

Along with the shoes was a printed email stating that Gil had applied to work as an administrative assistant with the department. Gil claims he met the minimum requirements for the position.

At the bottom of the email was a handwritten note to McManus that said “Chief Place insoles in boots. If a person places boots on feet one can feel the person or sense the person.”

The packaged was deemed a hoax bomb.
