UPDATE (1/8/18):The officers involved are Sgt. Christopher Ybarra, a 14-year veteran, and Ofc. Noah Moncivais, a 14-year veteran at the Round Rock Police Department.

Ybarra was the only officer that shot. He has not been involved in any prior officer-involved shootings.

ROUND ROCK, Texas — A suspect died at the hospital after being shot by police early Saturday morning in Round Rock.

Officials identified the man as 21-year-old Richard Rangel. He was pronounced dead at the hospital Saturday evening. The investigation is still ongoing at this time. 

Police said they were looking for Rangel to serve a warrant for burglary. He was previously arrested on Dec. 9, 2017 by Round Rock Police for public intoxication.

According to authorities, around 3 a.m. officers responded to a call at the 1900 block of Red Rock Drive on a report of suspicious person wearing dark clothing and walking around vehicles

Officers made contact with an adult white male matching the reported description and discovered the man had an active warrant issued for his arrest. A struggle ensued and the man produced a gun and shot at officers. Officers returned fire and shot the man. He was taken into custody and transferred to the hospital where he is in critical condition.

Officers were not shot but were treated for minor injuries and received medical attention at the scene.

Henry Tejchma is always checking in on what's going on around his house and neighborhood. He asked Spectrum News not to show his face for his safety. Tejchma's surveillance system sends texts every time there is motion in front of his house.

"There he goes. He's carrying the gun right there in his left hand,” said Tejchma showing surveillance video from his home.

His cameras have never captured anything like this, notifying him around 2:30 a.m.  that a man was outside in his driveway.

"Couldn't tell what he was doing. Turned around and walked to our neighbor’s house and was looking in their cars,” he said.

As soon as Tejchma saw the text notification at 3 a.m., he immediately dialed 911, woke up his wife, and started calling his neighbors to wake them up too.

"Thank goodness we have a neighbor like that who had interest in taking care of other neighbors,” said Ofelia Melendez, who lives across the street.

Neighbors said this is completely out of the ordinary for their quiet suburb.

"It doesn't change how we feel about our neighborhood, it's still a good neighborhood,” said Melendez.

The officers have been placed on standard administrative leave.
