LIHUE, Hawaii — Three Kauai Police Department officers were honored on Friday for actions taken to rescue a male occupant from a vehicle partially lodged down a cliff on June 22, 2024. The Kauai Police Commission formally commended the three during the commission’s meeting.

At about 12:45 a.m. on June 22, Officer Matthew Kaluahine, Officer Jesse Castro and Acting Sergeant Jason Scalzo were dispatched to an area near Waikoko Beach in Hanalei following an automated emergency traffic collision report from an iPhone.

They found a vehicle lodged between two trees above a 30-foot drop to the ocean with its engine running and transmission still engaged, according to a release. The officers demonstrated “exceptional situational awareness and urgency,” quickly devising a plan to secure the vehicle using tow straps anchored to their patrol truck.

This enabled Officer Kaluahine to rappel down to the vehicle’s door where he found an unresponsive male occupant. Kaluahine used another tow strap to secure the vehicle, remaining with the occupant until Kauai Fire Department personnel arrived on scene.

The department noted the officers’ quick actions, teamwork and professionalism that “exemplify the highest standards of emergency response and reflect their unwavering commitment to public safety.”

Assistant Chief Kalani Ke stated, “Although they were uncertain if anyone remained inside the vehicle, these officers did not hesitate. They swiftly utilized the resources at their disposal, taking decisive action in a situation where every second counted. Their courage and quick thinking were vital in preventing a potential tragedy, and we are incredibly proud to recognize their exemplary service.”
