MOUNT DORA, Fla. — The city of Mount Dora released an 83-page report on Tuesday, detailing where investigators believe a foul odor has been emanating for years.

After investigators spoke with infrastructure and local leaders and long-term residents, three potential odor sources were observed in the report.

The sources with the most potential included:

  • Mount Dora Wastewater Treatment Plant 2
  • Mid Florida Materials landfill in Mount Dora
  • Shelley's Environmental

After hydrogen sulfide data analysis, dispersion modeling and human observation of the locations, investigators concluded the Mid Florida Materials landfill in Mount Dora is the "likely source" of persistent odor in the southeast Mount Dora area.

"Mid Florida Mount Dora landfill has the most significant impact on odor conditions in the study area," the report detailed. "It is further observed that calm wind conditions prevent dispersion, allowing foul odors to accumulate in the area resulting in more severe odor conditions."

Investigators said in their conclusion that the landfill was not fully accessible during the study, and that all observations were conducted from outside the site. They say there could be several different odor sources at the landfill site based on observations.

"Perimeter observations, a review of site permits, and a review of publicly available satellite imagery of the site indicate that retention ponds, vents, and the landfill working face are potential odor sources on the landfill site," the report said.
