Pheonix Phan is inside of Fashion Nails learning accounting. It's not unusual for the salon manager. 

"We have 29 years in this location," said Phan.

She likes to keep sharp when there's some downtime at her Valley Plaza location. Although, it looks like there might not be much free time in the future. 

"They have to walk, walk far away. Especially old age people so we need the grocery store here," said Phan. 

A new grocery is coming to replace the old Tops location at the shopping center. Phan and other tenants got a notice from Ellicott Development that the landlord is finalizing a lease with a new anchor.

The developer says the anchor will be named by the end of this year.

"A Price Rite, unless they're going to open up a Wegman's," said Sheard.

South Side Fitness sits next to the old Tops site. Both South Side residents, Tim Sheard and Russell Mike say a replacement grocer is necessary. 

"Nearest store is way down Nedrow. The other is way down South Ave. So it's absolutely needed," said Mike.

Prior to Tops coming to the location in 2012, the site hosted a P&C until 2009. Tenants and residents are just hoping the new anchor will stick around. 

"Doesn't matter rich or poor because they have opportunity to bring home food and eat fresh," said Phan.

Because as they see it, every human deserves to have access to fresh food.
