PHELPS, N.Y. -- New York State Police are blaming blowing snow for a crash that sent a person to the hospital with serious injuries Saturday morning.

Troopers say a westbound SUV driven by Edward Foster, 58, of Newark passed another car on Route 96 in Phelps when it lost control and flipped.

It hit an oncoming car driven by another Newark man, David Neese, 68.

Emergency crews at the scene put Neese on a helicopter bound for Upstate University Hospital in Syracuse.

Troopers say he suffered serious head and neck injuries.

Foster was taken to Strong Hospital where he was treated and released.
