Small city school districts are hurting from resource disadvantages, according to a new report from the Association of School Business Officials. 

It says districts already strained by limited tax bases are owed more funding due to Foundation Aid. 

This was the subject of a recent lawsuit which argued the state is not doing its job to provide a sound, basic education.
