Howard Safir, who served both as police commissioner and fire commissioner under former Mayor Rudy Giuliani, has died. He was 81.

Current NYPD Commissioner Edward Caban made the announcement on social media on Tuesday.

During Safir’s four years as the city’s top cop, crime in the city plunged, but the NYPD faced intense criticism under his watch for its handling of several controversies, including the 1997 station house torture of a Haitian-American man named Abner Louima.

The fatal police shooting of Amadou Diallo, an unarmed African immigrant, also occurred under Safir’s tenure in 1999.

Safir was fire commissioner from 1994 until 1996. He then became police commissioner, succeeding Bill Bratton.

After leaving the Giuliani administration in 2000, Safir worked as a consultant in a variety of jobs.
