The Rockefeller Institute was tapped by Gov. Kathy Hochul to recommend changes to the all-important Foundation Aid formula – the primary school funding formula in New York. The current formula is out of date. Not only does it use some data from the 2000 U.S. Census, but it was originally created over 17 years ago, and doesn’t factor in multiple expenses school districts now bear.
Over the past few months, Rockefeller scheduled multiple public hearings on the formula, but Assistant Minority Leader Republican State Senator Joe Griffo, of Rome, argues that there were no scheduled hearings in Central New York and the North Country.
Griffo discussed the issue and the possibility that the "hold harmless" provision may be eliminated, with Susan Arbetter, host of Capital Tonight.
