The global technology outage that grounded flights and knocked banks and hospital systems offline and media outlets off air on Friday in a massive disruption has also had an effect in Central New York.

Upstate University Hospital, in a statement on its website, says some services and procedures have been delayed, including lab appointments and surgeries.

"We ask individuals who have appointments this morning to call their physician's office," the statement read in part.

St. Joseph's Health operations are not affected, nor are operations at Crouse Health, according to officials.

Passengers at Hancock International Airport did experience delays; the United Airlines counter had long lines in particular.

In Oneida County, where powerful storms including a tornado did damage earlier this week, 911 services are operational, and county officials say the tornado response in the city of Rome is unaffected. The Department of Motor Vehicles and county clerk's offices are closed indefinitely, while the Department of Family and Community Services is "operational and offering services" while having to use paper documentation.

Otsego County buildings are closed today as a result of the outage. Broome County offices will be closed until further notice; this includes the sheriff's office and correctional facility, according to a sheriff's office representative. Chemung County offices will open late, and people with appointments are asked to call prior to those appointments.

Public services are still operational in Madison County, but the DMV is closed today. DMV offices are also closed in Tompkins County this morning; the county's Department of Social Services is unable to process online applications and paperwork.

"Clients can expect to receive more information at the Human Services Building," read a statement from the county. "Clients can use the DSS website or call (607) 274-5680 to schedule an appointment."
